Scope of Work
Supervises full and part-time Warrant Officers, Bailiffs, and Court Security personnel. Executes misdemeanor arrest warrants and serves summonses and subpoenas.
Essential Job Duties
- Interpret and apply State Law as it pertains to Municipal Court jurisdiction.
- Enforce laws of the State of Texas and the City of Midland.
- Notify defendants of delinquent payments in accordance with the Office of Court Administration Collection Program.
- Locate individuals for execution of warrants or court processes, whether at home or work.
- Execute misdemeanor arrest warrants, including arraigning defendants and processing them for detention.
- Conduct research using the Municipal Court Records Management System.
- Serve court processes, including subpoenas and summonses.
- Oversee a full range of supervisory activities, such as coordinating work schedules, selecting, training, evaluating, counseling, disciplining, and recommending dismissal within the assigned division.
- Ensure proper maintenance and servicing of department motor vehicles.
- Monitor budgetary constraints for vehicle maintenance, ammunition, equipment, and training.
- Establish court security policies in consultation with judges and bailiffs.
- Maintain and update divisional policies and procedures, subject to approval by the Presiding Judge.
- Assist in ensuring the safety and security of the Municipal Court building.
- Manage accurate and efficient storage of divisional records.
- Prepare various documents, including reports, office memorandums, and divisional correspondence.
- Handle divisional correspondence, documents, manuals, and reports.
- Attend annual training focused on legislative changes affecting municipal courts and continue education as required by TCOLE.
- Coordinate with the Court Administrator to contact other City Departments and vendors for service requests, such as building maintenance.
- Perform additional duties as assigned by the Presiding Judge.
Physical and Environmental Conditions PHYSICAL AND ENVIRONMENTAL CONDITIONS: May be exposed to possibly dangerous criminals daily. May be exposed to potentially hazardous chemicals and diseases. Must have the ability to work in seasonal temperatures. Sufficient physical strength and stamina to bend, run, lift, crawl into small spaces, and restrain suspects.
REQUIRED QUALIFICATIONS:Applicants should have knowledge of municipal court activities and functions. Ability to effectively communicate with the Presiding Judge, Associate Judges, Court Administrator, Municipal Court staff, citizens, attorneys and other law enforcement officers to exchange information and ensure court security. Ability to communicate with employees, citizens and other law enforcement agencies to discuss requests for service and possible criminal activities. Ability to effectively communicate well with the general public to execute arrest warrants, answer questions, take complaints and direct persons to the appropriate staff member. Exceptional skill required handling citizens in delicate situations with tact and diplomacy both on the phone and in person. Knowledge of municipal court activities and functions preferred. Must have the ability to read and understand manuals, trade journals and office memoranda. Applicants will be required to qualify with a handgun. Required to provide personal firearm and other duty gear in good working condition. Skill in the operation and maintenance of a number of office machines and equipment such as computers and typewriters. Should have basic math skills. Subject to background investigation as of the application process. Associate's degree or equivalent required with over seven years work experience in a related field. Applicants must hold an Advanced Peace Officer TCOLE certificate. Must have or obtain TLETS certification. Must hold a valid Texas driver's license.
